INTERNAL_POWER_ERROR for Windows 10. Endless restart cycle.
Windows 10 will automatically restart due to a reported "internal power error". I am trying to go back to Windows 8.1 but it won't let me. I am stuck in the cycle. Why Dell .... Why?

I had the same problem on my Inspiron 15 7548. There was no other option than factory reset. Dell must handle this problem.

I had this too.
From another thread it was suggested that this was caused by a problem with an AMD driver.
Starting Win10 in Safe Mode, I executed the Devise Manager. Selected Display Adapters, and disabled AMD Radeon R7 266 Series driver.
After that, it worked. But that leaves two questions:
When with the AMD driver be fixed so that it can be re-enable?
How did this get passed Dell's Win 10 Test team?

1 Start your computer.
2 After login, go fast to Device Manager and disable the ATI video card.
3 Remove the ATI video drivers.
4 Go back to device manager, select ATI video card and choose Update Driver.
That will solve the problem.
