Internet Explorer--Cannot Find Website

Everything worked fine on my machine until about a month ago; I had no problems of any kind!
But then for some strange reason IE cannot find a website (page not found).  Everyone else can find it but me!!  You can find it also (I'm sure).  Http://www.gwinnettcounty.com  It's my county government.  I've contacted the tech, at the site, and he cannot solve the problem.   I can go to any website but this.  Note: I'm using CompuServe dialup which can find the site, but I cannot login.  I also tried Firefox with no success.  I have done all the cleanup work to my machine, i.e. Chkdsk, Defrag, eliminate files not needed, etc.  I've done everything to IE that I know to do, with no success.  I even went into security sites and entered  this site as trusted, with no success.  I dropped my security, deleted cookies and history etc with no success.

Windows XP Home (SP2)  (always updated)
Internet Explorer 6
 
CompuServe dialup ISP
Spybot
SpywareBlaster
Adaware
Windows AntiSpyware (beta)
AVG Antivirus
Zone Alarm Firewall (Windows Firewall Disabled)
 
I've had the computer since new.
 
This is not a real important issue, but it is nuisance and a challenge!
 
Anyone have any ideas????  :smileysad:

i can get the site to load in the AOL browser, but not in IE.. i did get it to load in IE once, earlier, but not now.. i think it is some kind of temporary "network"/"internet" problem..

i have the same firewall settings for IE as i do for AOL, so i don't know why i can't access the site using IE..

I've used Google in IE to find the site.  The first site shown is correct "gwinnet county government" but doesn't work.  But notice the second site shown "Not Found"; I've never seen this before!  Click on that and see what you get!!!   Incidentally,  Sometimes I get the site in CompuServe, but cannot register.  Last Night, I kept getting an error 200 (whatever that is).

I also am using ZA free.  I also thought this could be the problem.  I lowered my security to low and this did not work.  I then disabled ZA and that didn't work.  I deleted ZA and then Windows firewall was enabled, and that didn't work, I then reinstalled ZA and I am back where I started with it not working at all in IE, but only partially working in CompuServe.  Even though I keep all my security software updated and my computer scanned, could it be a malware problem?
