Somewhere in your files you still have a program for ISP registration running/active. There could have been 4 of them or maybe a whole list. MSN uses one, AOL is a big culprit, Prodigy, it was like Windows 98 loaded about 4 to ten of them when you installed the OS.
I am sure XP is no different. Sometimes deleting the program doesn't get rid of all of the files or running system for that registration. Try and use search and locate files that may still be in your pc. Only by completely removing them will the problem cease.
