That is what it seems like. However, the first time I created the shortcut which was last year it just had an Internet Explorer logo as the icon. Then the website upgraded to a new version and when I went to the site it actually changed the icon to the logo for that website, but after I cleaned up some of my internet files, it has been a blank icon ever since, no matter how many times I change it.
Just so you know as well, I am using Windows XP Professional SP2, and Internet Explorer 7 Candidate Release.

It is possible you deleted a cookie that keeps Webpages settings on those website you have visited. Have you check the settings in IE to automatically check for new verisons of stored pages?
