Locked out by Password

Windows Platform "Vista"
 
How do you reset a password? It ask for Drive F when you go to reset and says it is a removeable drive. I have all the disk but no disk or media drive for this.

Windows is asking for a password to get to the desktop?
 
or
 
Windows is asking for a password to access a removable drive?
 
or
 
Is the BIOS asking for a hard drive password to boot the system?
