I have been having some problems with the Shut Down aswell. It takes a long while before the Shutdown options appear on the screen. It has been happening for a long time but i didnt pay much attention to it since i click the button on the PC to turn it off, But if you find a way to fix it,tell me.
1. Try Microsoft's Malicious Software Removal Tool - It has picked up several things the mainstream programs have missed. You can even run it onine. You'll find a recent article I wrote about it here:
2. It would be a good thing to download (if you can) a copy of a System Analysis & Diagnostics tool. Again here is an article I've written about one that I use. In fact, I would not even run a system these days without using this software.
My suggestion would be to go a buy Hard Drive from a Local Retailer and try to install WinXP on that drive. If it works with no problems than you know thats your problem. If you still have the same problems then take the Hard Drive back to the retailer for a refund.

I know how frustrating this can be. Try these things and leave a post as to how you're doing.
