Network Controller: QCA9565 / AR9565 Wireless Network Adapter not working on Win 8 or Win 7

I got sick of the sad face error message that I got at least once or twice a month on Windows 8 and 8.1 so I downgraded to 7. Downloaded all the drivers from the dell website specific to my Dell Inspiron 3521 laptop (non-touch), everything worked fine except the Network Controller and the Usb2.0 drivers. No matter what I did it didn't work. So I thought I would go back to Windows 8 and I updated to 8.1, all drivers again are working except those two. I am currently having to use my roommates wireless usb adapter which works fine. Can anyone tell me a solution for both? I've tried the site's drivers and they've been a no go. I really don't have time to give my laptop to someone to fix because it's finals time and this is my only laptop.

I did do everything according to how it is suppose to be done. 

Turns out after getting frustrated I called Tech support. Solved issue and know what to do in future to fix the issue. 

device manager- manually look for driver on computer

Check c:/dell/drivers and look for the specific folder driver and click ...

Worked

When you installed the operating system, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order

Start with the Dell System Software and the chipset drivers and follow the list.
