No System Restore or Recovery Discs
I have a refurbished Dell d600. The system restore doesn't work - I turned it off and restarted it and it still doesn't work. And I don't have recovery disc or emergency start up disc. How can I resolve this dilemma before I have a real problem. Also it won't download binary files. Other files...pdf, jpg. mp3 will download. Any solution to that? (I was able to download using a flash drive with U3)

By "refurbished" I assume you mean you bought it second-hand from a reseller, since the D600 is several years old.
For the system restore problem - doesn't work is a bit vague, but see if it works in Safe Mode (tap F8 at the boot screen until you get an options menu with Safe Mode). If it does, likely some software you're using (usually a security program like Norton or Zone Alarm) is interfering with the system restore.
As for disks - Dell does have a disk replacement policy, but usually only for the registered owner - best option would be to contact the seller and get the disks. Alternatively, you can transfer ownership and request them yourself. Or, you can try and find a copy of a Dell XP reinstallation disk that's the same version as what's on the laptop (Home, Pro, Etc.) - Dell XP disks are not model-specific. What would be on a full "recovery" disk (drivers, software, etc.) would have been shipped separately.
As for the binary file problem - assuming you mean executable files, can only guess it's either a browser security setting or your firewall settings that are blocking them.

Thank you for your reply. I should have said the system restore will set restore points, but when I try to restore it says cannot restore. And thank you for the info on how to get installation disks.
