ntvdm cpu has encontered an illegal instruction

when I go into the control panel and click on an icon I get this popup
      16 bit ms-dos subsystem
       c:\windows\system32\rundll32.exe
        ntvdm cpu has encontered an illegal instruction
         cs:0db4 ip:0102 op:2e8df8c9c2 close to terminate the application
and I am unable to enter the file.this message also pops up when I restart my computer.

Sort of a long-shot but go to this link and download the little app to your desktop. Double-click it to run and then reboot.

I ran sfs /scannow on my computer and the popup message is gone.I can
now enter all of the programs in the control panel. 
No Events found!
