opens to dell screen instead of windows

After a recent system crash, I, who admittedly knows little about this machine, attempted to reformat and reinstall XP. I did it, but somewhere in my monkeying around with various things, my machine now opens to a dell screen instead of going straight to windows. the dell screen appears with the f2/f12 options in the upper right hand corner, and I wind up at a screen asking how i want to boot up. I choose the normal function, and blah blah blah, i wind up at the windows screen, and all is well.

 

My question is............ how do I get past this? what did I change that causes me to go to this instead of windows? how do I change it back???
