The settings are the same as when everything was working very well.  I did email Netscape I hope they have an answer this ones really a pain to fix.  Thanks for writing me back so fast.  It wouldn't be so bad if it wasn't so intermitant.

Open OE and go to Tools|Accounts. Click to select your account then click "Properties." Make sure the incoming and outgoing server adddresses on the Servers tab are correct according to what Netscape uses.

Have you contacted your ISP? If the problem isn't at their end, they might have suggestions
for configuring your your OE settings.

Ping the mail server (both SMTP and POP3). Ping it with -t (hit CTRL C to stop pinging) Post your ping time here. If the response is choppy (or time is too high), you got connectivity problem. Try it again with a different NIC (if you're on broadband), or increase OExpress server time out from 1 min (default) to 2 min (or longer).
 
Here's what I got from my PC:

Though this is probably not your problem, if using winxp sp2, you can find your windows firewall by going to start> controlpanel>securitycenter> firewall to see if it is on or not. If you do not have any other firewall installed you should have this one on.

I did all that Netscape said for me to do & still have the problem.  I cannot find a firewall.  If you have any suggestions as to how to locate it please advise.  I am using XP SP1.  Also I will try deleting OE & installing it again.
