Removal tool?  I guess you mean spyware.

I block popups in two ways:

1) I use Google's Toolbar which is FREE and includes a FREE popup blocker.  http://toolbar.google.com/

2) I turn off Windows Messenger with Gibson Research's FREE "Shoot the Messenger".  http://grc.com/stm/shootthemessenger.htm
