Problem with enlarged desktop screen view

I need help to fix an enlarged desktop view on my computer.  I have tried several things and all to no avail.  Every time I reboot or restart the computer or turn it on I get an overblownup screen on the desktop and it's just nuts.  It won't go to normal size.  Any clues as to what I can do to get this fixed????

Go to Control Panel, Accessibility Options and turn off Magnifier and set the accessibility options to notify you when anything is turned on.

I don't think the magnifier is "on".  There is no way to shut it off...... it's not on.  I still have the blow up screen view problem.  Any other ideas as to how I can fix it.....  i even change the screen resolution every time i turn it on and it only stays that way until i reboot or shut it off.....then back to the blow up view....

I have exactly the same problem, there is no option to have text on these screens less than 100% which is an enlarged version of what I have on my laptop which completely defeats the object of having a monitor, on top of that the resolution is awful for reading text, I have used many monitors before, possibly not Dell monitors and never encountered this problem...
