Recovery Your pc/ device needs to be repaired Error code 0xc000000f
Hello, I have had this popped on my machine, I have a dell XPS 8910 with windows 10
i have tried bootrec /fix mbr
then bootrec /fix boot (access is denied)
so i could not continue, i have done this with and without usb windows 10.
i cannot do a system restore or a keep files and delete apps restore.
i think restore to manufacture is only a option,but i do not want to delete my dell/windows as i have two hard drives installed and no restore cd.
please can you help.

"two hard drives installed" - Does that mean this is a RAID setup, eg RAID0 where files are stored as "stripes" on both drives, or RAID1 where one drive is a complete backup of the other?
Reboot and immediately press F12. Look for option to run Diagnostics and run all of them, including RAM and extended hard drive tests. Copy error message, if any.
When you tried to use "usb windows 10", did you connect that USB stick to a USB2 port before the PC was powered on? Power off completely and connect USB stick. Then power on and immediately press F12. Look for option to boot from USB and follow the prompts to Repair...
EDIT: is your "usb windows 10" a bootable USB stick?

Will this only work on a computer you bought that already has/had the OS on it. At what point do you have to pay for an OS (win 10 etc) ?

You can still legally update a PC running Win 7 or Win 8.1 to Win 10 for free as long as you upgrade Home to Win 10 Home or Pro to Win 10 Pro.
You need the Product Key for Win 7 which is on a sticker on the PC. Win 8.1 embeds the Product Key on the motherboard, so you don't need to know the key, though it's a good idea to have it. (Free apps like RW.exe can find the OS product key and a whole more info about a PC.)
A PC running any other version of Windows (eg, XP or Vista) cannot be updated to Win 10 for free, that's assuming they can actually run Win 10.

Will loading win 10 etc. work on the PC you bought ONLY that has win 10 etc on it for free and what if you want to download the OS to another computer with no OS on it? When are you required to pay for an OS?

What do you mean by limited features and it wouldn't be the same mobo so how is it free and I imagine many people don't care about the MS updates. So in that case is it truly free or not?

As I said, at least for the time being, you can upgrade a PC currently running Win 7 or Win 8.1 to Win 10 for free.
If you buy or build a PC that doesn't have Windows on it, you can download Win 10 for free, but after 30 days, it goes "limp" if not activated with a new Product Key, meaning its features will be limited and you won't be able to get updates from Microsoft.
Exceptions:
If a PC previously had Win 8.1 or Win 10 but the hard drive got wiped or replaced, you can still install Win 10 for free because the Product Key is stored on the motherboard, or if you have the Win 7 Product Key to activate it.
You can replace a dead motherboard with the identical board from the same manufacturer and continue to use the OS that was running on the PC. But, if you replace the motherboard with a different board, even from the same manufacturer, Microsoft considers that to be a "new" PC and you have to buy a new license for the OS.

You can get started here. And read things like this. And there are differences between having a retail license that you purchased vs an OEM license (eg, when Dell installs Win 10 on a PC).
And if you don't get updates, your OS won't have the latest security fixes...

Sorry your thread got so messed up. Microsoft was having problems with their activation servers for a while but are not fixed, in case that is involved in your situation.
Once Win 10 has been installed on a system and activated, you can do a clean install if you want, just skip entering the License Key. If you had a Win 10 recovery drive, you could do a clean install or use the downloaded media.
Back to your original problem, the site linked below discusses the error message. It is not a Dell or Microsoft site so always be careful. If you knew of some event which might have caused the situation, it could be helpful.

Isn't it easier to secure your mail right away? Elementary to install a good utility or program and forget about this problem. Just once, my mail was attacked and the important information was withdrawn, which had to be restored via It turned Out that, they are not only restoring utilities but also utilities for http://www.emailadepts.com/ThunderbirdRecovery.htm security. So, now some spam bot not will be able to attack my mail.
