Registering Windows with no Internet Connection

I purchased a Dell Dimension E310 Series PC for my aunt and uncle.  They (mostly my uncle) are being stubborn about getting online so the computer won't have internet access until I can convince them to sign with an ISP.  I recall that PCs used to give the option to dial a toll-free number via the modem in order to register the computer/Windows.  I don't recall from the last time I set up a new PC whether this option still exists.  Does anyone know?

There is a difference between ACTIVATION and REGISTRATION.  The prior answer is correct for activation of Windows XP.  Nothing else is needed.  Dell knows they have a computer (assuming you had them buy it or you transferred the warranty to them).  Registration with Microsoft has no purpose.

if you dont have internet there should be an option to activate by telephone. this service is free and is automated
