When you installed the scanner software, are you using an Administrator account or logged on with Administrator priviledges?  And, when you installed the software was there an option to install it for anyone who uses the computer or just for the Administrator? 
 
Also, I'd uninstall the scanner software and the scanner, disconnect it from the PC, restart Windows and then do a new install and only reconnect the unit when the install program tells you.

Assuming you correctly installed your scanner, you might be getting interference from something on your computer.  Remove it completely and install while in Safe Mode.  This is accessed by starting your computer and clicking F8 key until a screen opens that allows you to sart windows in safe mode.  Be sure to choose administrator as an option.  As a matter of fact, not having functional buttons is not much of a problem.  I never use them.
