The file CCREGMON.dll may be part of the Symantec programs (Norton Antivirus, Internet Security, ETC). If you can get into Windows try uninstalling and then reinstalling any Norton software you have on the system. If you are unable to get into Windows, try pressing the F8 during boot up and see if you can boot to Safe Mode where you may be able to uninstall the Norton software and then restart.
Thanks. I solved the problem. I followed everything Symantec suggested, bitg error, in that they told me that after the uninstall to go to the Program Files locate Symantec and delete all files that start with "cc".
Fortunatly I did not empty my Recycle Bin and was able to restore the file. That solved the Startup problem.
