Locate the two programs (dfrg.msc and cleanmgr.exe) in C:\Windows\system32. Right-click each of them and select "Create shortcut." When each shortcut appears, right-click it and select "Cut." In Windows Explorer navigate to C:\Documents and Settings\All Users\Start Menu\Programs\Accessories. Right-click on System Tools and select "Paste." The two programs will then appear in the All Programs listing under System Tools again. (You can rename them once they are there if you choose.)
