Systray Not Listed in Windows Task Manager

I have an old machine (Dell XPS D-300) the is running Win98. Suddenly Systray disappeared from the list of things shown in the Task Manager dialog box.
 
In addition, this machine has started having trouble restarting. It gets to the "Windows is shutting down" screen and hangs. At that point "cntl-alt-del" doesn't work so the restart button is the only way out other than turning off the power.
 
If anyone has any ideas about what the problem is or better yet, how to fix it, I would appreciate hearing from them.

You may want to format and reinstall windows.

I was afraid someone would say that. That's the only fix I can think of.

Thanks for your help. I'll do that after I back up everything on that drive.

assuming you haven't already reformatted/reinstalled:
 
have you checked your system for viruses and other malware (adware/spyware)?   i  can't say definitively that this is the cause of your trouble, but it would certainly be a possibility.   I strongly recommend that you run a complete [UPDATED] virus scan, and SEVERAL anti-spyware scans, to rule out these possibilities, before you go with the reformat approach.   If you're interested, but not familiar with them, I'd be happy to recommend several good, and free, anti-spyware programs
 
One caveat/warning:
do you use Ad-Aware SE 1.06?   If so, did it ever claim that the file restart.exe was infected by WhenU.Desktop Toolbar ?  And again, if so, did you allow ad-aware to delete (or quarantine) this file?
The reason I'm asking is that it is my belief that this was/is a false positive on the part of Ad-Aware, and if so, by removing it, you may have removed the systems ability to perform a restart.

Thanks for your assistance. I have up to date anti-virus and anti-spyware software and run each on a regular basis. So I don't think I have problems in those areas. I also don't believe I ever deleted restart.exe. So if the problem continues I guess I'll have to reformat and reload all the software. What a pain that is. Fortunately, I have all the sofware disks and none of my data has been lost (I back up regularly).
