Task Manager Disabled by Administrator

I'm getting a message "Task Manager Disabled by Administrator."
 
I AM the Administrator, and I did no such thing. How to I turn it  back on?
 
This is a new Inspiron, only a month old, and I am the ONLY user -- there's only one listed on the system -- me, as Administrator.

Thank you SO much. I used "option 2" -- ran the fix patch, did a reboot, and now I can access Task Manager. I have NO idea HOW it was "switched off" -- and haven't used it for almost a week, so I don't even know WHEN it happened.
 
I'm not new to PCs or Dell, but this is a new laptop, barely just a month old. I can trouble-shoot a lot of things, and do a lot of preventative maintenance, etc., but this was a new one for me.
 
I really appreciate the help -- I wasn't looking forward to dealing with customer support by phone (and being charged for it!).

denny,

just wanted to thank you for your useful info on disabled task manager.  Mine was disabled and i couldn't figure it out and tried others' suggestions but yours worked thank you again.
