unable to access Internet Explorer...HELP~

Hello Everybody~
 
Thank God I came across this message board!  I've been going crazy with this dang computer!  I am unable to access Internet Explorer.  Why...?  I dont know, that's why I'm asking ya'll! :)
 
I have contacted my internet provider (I have a cable modem) and they walked me through several processes to try and fix it and they said it was now out of their hands, that it was more of a "software problem".  So I called Dell's Tech support and shockingly found out that it costs $99 for them to fix it.  Well I thought before I jumped into my wallet that I would see if any of you "computer wizards" can help me :)
 
If anyone has any suggestions...PLEASE contact me, I'm in DESPERATE need of help!  I bought this computer only 2-3 MONTHS ago so I'm shocked to find something is wrong with it. :(

What happens when you try to access Internet Explorer?

Do you have an original icon on the desktop for Internet Explorer or just a short cut.

Can you connect to the internet?  Can you pull in email?

 

First right click on Internet Explorer icon and select properties. 

First thing I do then is delete all cookies and temp files.

Then go to security tab and make sure all four icons are set at default settings.

You could try a system file checker to fix any missing or corrupt files.To run System File Checker:

Click on Start then Run. In the Run box, type: sfc /scannow and then OK.
Note: space between c and /
You may be asked for your Windows CD, if asked insert it



You might try WinSpock XP Fix. If the computer you are using for this forum has a CD writer, then copy the fix and install it on your other computer.

In reply to some of your responses...WHICH I GREATLY APPRECIATE~

EVERYTHING on my computer works fine, the internet is just not being recognized.  I have went through for the Internet properties and all the security settings ARE on default.

The Internet Explorer is a regular icon (shortcut) which is on the desktop.

 

any more suggestions are VERY welcome! :)
