Not to be argumentative, but specifically what functionalities are not avialable with NAV 2003 that has all current program updates? Other than a different icon on the task bar, there is no difference I can discern between NAV 2003 and NAV 2005, including scanning options - and I have both apps. Symantec does provide the WMI update for NAV 2002,2003,2004 to facilitate compatibility with SP2's new Security Center:
Norton 2002/2003/2004 products
The Norton Windows Management Instrumentation Update (WMI) is available for Norton 2002/2003/2004 security products. This is an updated version of the Norton WMI that was released previously.

Symantec's Norton AntiVirus 2003 is the world's most trusted antivirus solution. Utilizing new exclusive technologies, Norton AntiVirus 2003 removes malicious code automatically, and protects e-mail messages and Instant Messaging attachments from viruses.
Symantec's award-wining antivirus solution also keeps virus definitions up-to-date without requiring user intervention, which allows consumers to continuously maintain the highest level of virus protection.
Norton AntiVirus 2003 now scans incoming Instant Message attachments, augmenting the multi-layered scanning capabilities of Norton AntiVirus to further ensure users' protection from viruses and other malicious code. Instant Messaging scanning supports Yahoo! Instant Messenger, AOL Instant Messenger, MSN Messenger, and Windows Messenger. Combined with automatic scanning of both inbound and outbound e-mail, this capability assures users that their systems remain protected from viruses - without requiring user intervention.
Exclusive, heuristics-based Worm Blocking technology in Norton AntiVirus 2003 detects email worms such as Nimda and Badtrans, stopping them before they spread through outgoing e-mail. Used together with Symantec's automatic updating and response capabilities, and complemented by Symantec's powerful Script Blocking technology that detects fast-moving script-based viruses, Worm Blocking helps provide proactive protection against known and unknown threats even before new virus definitions are created.
In addition to automatic virus removal, Norton AntiVirus 2003 now removes Trojan horses and worms without interrupting work. This capability, used in conjunction with current virus definitions, significantly reduces the ability of Trojan horses and worms to present a potential security threat to systems and data.
Norton AntiVirus 2003 continues to keep users up-to-date by automatically downloading the most recent virus definitions through LiveUpdate, which now offers reduced virus definition size for faster delivery and better system performance.
updates included with this purchase for new installations protects you against the latest viruses through 2005!

Just in case Add/Remove doesn't work for you can do it manually per Symantec:

When I uninstalled it from my D8300 (to install in on my Gen 3 system - still had 3/4 of my subscription left..) I removed the entries in this order:
(3) Live Reg (Symantec Corporation)
(4)Live Update 1.80 (Symantec Corporation)
(1) Norton AntiVirus 2003
(2) Norton WMI Update
After doing so, in the event you have problems reinstalling it (assuming you will be reinstalling NAV 2003 and not the current version), I would suggest you follow the Symantec manual uninstall procedure and then try it again. As for the current NAV 2005 version should you decide to upgrade, the install routine automatically removes any previous version so you don't have to bother with Add/Remove, etc.
Good luck!
