I had this exact same experience.  In my case, I didn't cut off any hard drives.  If your system is like mine, you can hit F12 repeatedly while the system is starting up AND you have the vista dvd in the hard drive (I used full version of Vista Home Premium).  This will force to computer to boot to the DVD rom drive versus one of your hard drives.
 
I went into the BIOS and changed to setting from Raid On to Raid Autotect.  This solved the problem and allowed me to install Vista.  Prior to that, I kept getting the same error message and blue screen as you described.  Heck, I don't even use Raid so why Dell sets the device to "on" is beyond me.
 
Note: if you don't go into the BIOS and turn Raid off, you may continue to have problems getting Vista to intall.  Use that Autodetect settijng versus Raid on.

yes
you have to uninstall - disablethe SATA dirve in your BIOS!
 
it shold be drive 02 i think in your situation
 
just go to BIOS, and go to DRIVES...then diable the DVD-R+W drive..making the dvd-rom drive the only working drive...
 
install will go smooth and complete in under 20 min....
 
\reboot computer...then re-configure the drive to enabled...reboot...enjoy

As for me, my issue was resolved over a week ago.  I wanted a dual boot system with Vista and XP (on2 separate drives).  I knew the process was going to be more involved.  However, I wasn't banking on having to reinstall my XP drive all over again.  It seems the master boot record of Vista overwrites the ini file on the XP drive so you can no longer boot to XP after finally resolving the BIOS issue (Raid issue) and getting Vista installed on the other drive.
 
Long story short, I do have a dual boot system now with XP on one drive and Vista on the other drive but again I had to install both.  (Raid is still in Autodect mode on my machine).  It is unfortunate though that noone at Dell or Microsoft had a clue how to help out and they were not aware of this problem.
 
Hopefully, your procedures will help others :-)
 
P.S. If I understand your procedures, it will help others (who also want to dual boot) and NOT reinstall their XP drive.  However, I don't think Raid can be used (even if you want it) when you've got two different operating systems.
