Press and hold the Windows key on the keyboard and press R key. This will pop up the Run command.

But, the main reason why is not there, is because you can use the search box on the start menu as the run command. Even better than the Run window.
If you type CMD on the run window, and you want to perform a task that requires an administrator privilege (like ipconfig /release) it will not let you.
But if you type cmd on the search box, and you right click it on the list populated, and select run as administrator, you will be able to perform that taske (the ipconfig /release). As well you can type any command and press Ctrl+Shift +Enter and you avoid the right click, run as administrator.
The search box is better, can you type on the run window Device Manager and get the Device Manager window open? No right? but you can do it from the search box. Nice, isn't it?

Now if you still want to have the Run option when the start menu is shown, right click on the start button, go to properties, go to the Start Menu tab and click on Customize. Look for the Runn command option, and place a check in there.

Or ....
Right click an empty area on your Taskbar
Select Properties
Click the Start Menu Tab
Click the Customize button.
Scroll down until you see the "Run Command" checkbox and check it. It will be added to your Start Menu on the right hand side.

No problem, but while on the subject of the command prompt, here are some things to do with it that cannot be done with run command

ipconfig
Parameters
/all : Displays the full TCP/IP configuration for all adapters. Without this parameter, ipconfig displays only the IP address, subnet mask, and default gateway values for each adapter. Adapters can represent physical interfaces, such as installed network adapters, or logical interfaces, such as dial-up connections.
/renew [Adapter] : Renews DHCP configuration for all adapters (if an adapter is not specified) or for a specific adapter if the Adapter parameter is included. This parameter is available only on computers with adapters that are configured to obtain an IP address automatically. To specify an adapter name, type the adapter name that appears when you use ipconfig without parameters.
/release [Adapter] : Sends a DHCPRELEASE message to the DHCP server to release the current DHCP configuration and discard the IP address configuration for either all adapters (if an adapter is not specified) or for a specific adapter if the Adapter parameter is included. This parameter disables TCP/IP for adapters configured to obtain an IP address automatically. To specify an adapter name, type the adapter name that appears when you use ipconfig without parameters.
/flushdns : Flushes and resets the contents of the DNS client resolver cache. During DNS troubleshooting, you can use this procedure to discard negative cache entries from the cache, as well as any other entries that have been added dynamically.
/displaydns : Displays the contents of the DNS client resolver cache, which includes both entries preloaded from the local Hosts file and any recently obtained resource records for name queries resolved by the computer. The DNS Client service uses this information to resolve frequently queried names quickly, before querying its configured DNS servers.
/registerdns : Initiates manual dynamic registration for the DNS names and IP addresses that are configured at a computer. You can use this parameter to troubleshoot a failed DNS name registration or resolve a dynamic update problem between a client and the DNS server without rebooting the client computer. The DNS settings in the advanced properties of the TCP/IP protocol determine which names are registered in DNS.
/showclassid Adapter : Displays the DHCP class ID for a specified adapter. To see the DHCP class ID for all adapters, use the asterisk (*) wildcard character in place of Adapter. This parameter is available only on computers with adapters that are configured to obtain an IP address automatically.
/setclassid Adapter [ClassID] : Configures the DHCP class ID for a specified adapter. To set the DHCP class ID for all adapters, use the asterisk (*) wildcard character in place of Adapter. This parameter is available only on computers with adapters that are configured to obtain an IP address automatically. If a DHCP class ID is not specified, the current class ID is removed.

Netstat          Displays what sevices and programs are listening and more     Great for finding malware ot trojans that are accessing the internet.
To create a text file of this info - (type) "netstat -ano >autocon.txt"    not   this is not in netstat /?
netstat -an | find ":6667"     find specific port open
netstat -an | find ":113 "    checks the ident port (notice the space before    the last quote mark)
netstat –ano > netstat.txt, and then press ENTER. This command creates      the Netstat.txt file. This file lists all the listening ports
tasklist > tasklist.txt, and then press ENTER. If the program in question       runs as a service, type tasklist /svc > tasklist.txt instead of tasklist >       tasklist.txt so that the services that are loaded in each process are listed.

tracert      traceroute    eg.  tracert www.yahoo.com
This will trace all the servers back to yahoo or any others you type, can also use IP address's as well, if the traceroute stalls at a given point, this means the server in this path is not responding to the ping request from the previous server. Basically maps all the server hops from your machine to the typed url or address.

driverquerry - displays a list of all device drivers and properties,
and the best of all, this will keep you busy reading the report. You must have excell installed though.

 type in: driverquery /v /fo csv > dr.csv
 press enter; when done,
 type in: dr.csv
 press enter
 The report opens in Excel

For any other parameters you can just do a   space/?   after any of these commands.
eg,  tracert /?
