Why can't I format a DVD+RW in Windows 10 Pro using the latest release?

I can no longer format DVD+RW discs. What has happened? Have others encountered this? I am running the latest updates for Windows 10 Pro. The "format" option is no longer in the context menu and Disk Management has the format option grayed out. Other programs I have that used to be able to perform this function now cannot. Does anyone have a resolution?

I have this same problem on my Dell Inspiron 7773 - no Format option, but my back-up Dell Inspiron 7720 does have the option.  Win10 version is the same on both BUT the 7773 uses an external DVD burner, while the 7720 has an internal.  Could this be the reason for the problem?

It's possible that the DVD+RW discs may be damaged or corrupted, or there could be an issue with the DVD drive or software, so troubleshooting the hardware and trying a different disc or drive may help resolve the issue.
