Win XP log on immediately reverts to logging off

Dimension 8200 desktop running WindowsXP Home.  As soon as I attempt to log into XP and the computer shows logging in, it suddenly flashes a new screen saying log off.  I have tried resetting to original configuration.  I even tried to run the XP Reinstall guide by hitting the key simulatneously and still it goes to the same log on screen, ignoring my attempts to pull up the Symantec/Dell Recovery.

 

I have tried everything I can think of.  Has anyone else had a similiar issue and found a fix?  When I type Administrator with no password I get an error saying that the account is restricted.

 

Thank you for any assistance before I just trash this computer.
