Windows 7 will not load and I can't into BIOS

I have a Dell N5010 laptop running Windows 7 x64. 

Windows will not boot on the system any longer.  Upon starting the machine, I am unable to F2 or F12 to get into BIOS or setup.  It goes straight to a screen that says "Windows Error Recovery" at the top and "Windows did not shut down successfully.  If this was due to the system not responding, or the system was shut down to protect data, you might be able to recover by choosing one of the safe mode configurations from the menu below"  It gives me the option to start in safe mode, safe mode with networking, safe mode with command prompt, and start windows normally.  Upon trying each of these, the same result is encountered.  It shows it loading all the system 32 drivers and goes directly to a black screen with a cursor.  I can control the cursor.  If I "Start Normally", the window logo appears and "Starting Windows" is under it...just like it should...but then it goes to the same black screen.  Looks like the HD is turning and the Windows 7 reinstallation DVD that I inserted is turning...but nothing will boot.  Same result everytime.  The only thing that I can do is F8 which takes me to a memory diagnostic...that is performed and passes...then right back to the Windows Error Recovery" screen...then back to the black screen.  Please help!  This is my wife's computer and she is in school...we have no access to her files!   Thank you in advance for reading this.
