Windows 8.1 Tablet PC Input Service Not Listed

Hi I need help with my windows 8.1. I am trying to enable the tablet pc input service and it is not listed in my services. I have XPS 8700 and S2240T monitor.

After I talked to Microsoft they told me that the tablet pc input service is a service that comes from dell so I need to get it from someone here.

I still need help fixing my monitor please. The touch function is still not working and I have been trying to fix it for 2 months now. If I press in one spot on the screen it glitches and rapidly clicks in a straight vertical line until I stop pressing. Please Someone help me

NOTICE: The “ Tablet PC Input Service” has been renamed to "Touch Keyboard and Handwriting Panel Service".  ... In Windows 8, the service has been renamed. Thus “ Tablet PC Input Service” is not longer listed in the Services admin tool.

Thanks for the suggestion. My problem is finally fixed. It took 5 months of tech support, but I decided to replace the monitor again and I got one that worked. I guess it really was the monitor. Some reason I just got two faulty monitors in a row with the same problem.
