Windows installer not working

Windows installer is being a real headache! It doesnt work on my computer and without it I can not uninstall old programs or install new ones. I have tryed installing the new version and it tells me I dont have the privalige to install it but I am the only adminastrator. When I try to run windows installer it states that the cryptographic service has failed to start. I have no idea what that means. Please help me with this I am going crazy with my computer that has basicly become a brick because it is useless due to this problem and a hardrive problem I am having that I also posted a topic about. Thank you for any and all help!

Start>run> services.msc>Cryptographic Services>right click,is the start up type set to automatic.

Ive tryed every possible thing there and I cant get windows installer to work thats why Im asking here.

Understood,but no one knows "every possible thing" that you tried.The link I provided has 12 possible solutions.

ok well I have tryed number 1 all the way down the list til number 12 and nothing has worked for me.
