Windows installer not working

Windows installer is being a real headache! It doesnt work on my computer and without it I can not uninstall old programs or install new ones. I have tryed installing the new version and it tells me I dont have the privalige to install it but I am the only adminastrator. When I try to run windows installer it states that the cryptographic service has failed to start. I have no idea what that means. Please help me with this I am going crazy with my computer that has basicly become a brick because it is useless due to this problem and a hardrive problem I am having that I also posted a topic about.
