Windows Media Center and Cable TV Problem

Hi. I'm having a problem with Windows Media Center.  I just purchased my new Dell Inspiron 530 with the Intel 2.4 GHz Core2 Quad processor and 4GB of Ram running Windows Vista Home Premium.  The computer came with the Hauppauge WinTV HVR-1250 (Model  79xxx, Hybrid ATSC/Qam) video card.  The problem I am experiencing is this:  I can't get a TV signal form my cable TV provider (COX) using Windows Media Center.  After getting it all set up, when I go to "Live TV" in Media Center, the channels appear, but they only contain "snow".  The only exception to this is on channels 5 (Local CBS affiaiate) and 6 (CSPAN2).  On those two channels, I get a picture and sound, but it is black and white video and very poor sound.  I know I am getting the TV signal to the computer, because I downloaded the WinTV application from the Hauppauge website and I can get all the channels using that program, but I want to use Media Center to watch and record TV.  The WinTV program is very limited.  Also, when I try to saet up the TV Guide listings, I occasionally get "Error Code 13" and it won't download the listings.  I have contacted Dell multiple times and downloaded and installed multiple drivers for both Media Center and the video card as instructed to by Dell, but it still won't work.  I have also installed service pack 1 for Vista.  I contacted my cable TV provider but the only help I got from them is to tell me that the signal I am receiving is "HRC analog".  I am desperate to get this functioning properly.  I would be extremely grateful for any help that anyone can provide.  Thank you for taking the time to read this.
