Windows Vista TCPMon.ini Corruption

I had to replace my hard drive that came with the XPS 1640 which is running Windows Vista Home Premium. I re-installed my laptop with the recovery disk that I made after receiving the laptop in 2010.

First, I had started the regular install of Windows and drivers provided to me (individual disks). Things did not appear to look the same. Tried to update my Windows Vista (which were 119 updates) and was unable to download one of the updates and messed up the computer. I noticed that my cd/dvd ROM eject button was not functional (I noticed when there is software issues, the cd/dvd drive doesn't work properly). Reformated the hard drive again and decided to use the recovery disk to load the computer. Everything seemed to be working fine except for unable to update Vista or even access Microsoft.com or even download anything from that site, unless I use Google Chrome to view the site. BTW, my cd/dvd ROM is working under this installation. 

I did try to do a hardware diagnostic on Dell.com and was unable to do a complete diagnostic on the cd/dvd player. It thinks that it has media in it and or tray is open, which does not have one in it and does not appear to be open. It did pass the reading of the cd/dvd test. Could this be causing the file corruption? Device Manager shows no issues with the component even when a (F12) Diagnostic is completed. Obviously something is not being downloaded from the OS Disk/Recovery Disk, I'm guessing. 

Can you please help me get this corrected so I can proceed with the updates before they are no longer available. I did try my OS disk to fix repair, but don't think my disk is any good since I had issues with it when I installed it the first 3 times.

Uses WSUS Offline Update and download all the updates for Windows Vista using this utility on a working system. See here for details:

Its recommended that you then securely wipe your system with DBAN:

Then install Windows Vista:

Immediately after Windows Vista has been installed, copy the WSUS folder to the C: drive and update Windows Vista, see the later part of this guide:

Regarding system drivers, its best to get newer versions on the Dell website and download these to an external hard drive before installation. Provide the hardware IDs so I can identify the correct wireless and graphics cards (it sounds like you are missing the video driver and Dell Quickset):
