Windows XP Home...Optiplex 755 small form

Question

On every start of this new computer I get a Dell windows screen (Toolbar EULA). It is a welcome screen to some services like Goggle. The screen covers the whole monitor and I am unable to delete the screen due to no controls show on it (unless I change the size of screen). I have to use the Windows Task Manager to end the task. Like to get rid of this Toolbar. Any ideas?
