Must be running on Vista Ultimate Limited Collectors Edition signed by B. Gates himself for that kind of stability.

I imagine that server is taking a lot of hits rights now and constantly being updated with the latest information.  Vista is not a Server platform either.
 
So do you have a question or what?

The site is back up and running today, we're also working on issues that many people have reported where the site will not recognize your service tag or certificate of authenticity. No ETA on a fix , but I did want to post an update that the issue is being worked on. 
 
***UPDATE**** I've been informed that the issues with the site should be resolved at this point.

There is at least a 2 week lag from the time you purchase until the time the site will recognize your tag. If it has been a few weeks and the site isn't recognizing the tag please call the number listed here:

Thanks for the update Aaron! Now that Vista is hitting shelves I went to submit my Vista upgrade request, and encountered both the site being down, and today the site not recognizing my service tag.

Then again there isn't much sense in being in a hurry to request it, since Dell will not start shipping upgrades for another 1-2 months. ::shrug::

I have been around the world with tech support as I recieved my computer Jan 3rd.  Its now the 25th and still is does not recognize my service tag number.  Now I am told I might not have a right service tag on the bottom of my computer?  More phone calls to places unknown and "Someone will contact me with 7 to 10 days!" 
 
Your phone number that you posted just goes to someone that they go to the dellvistaupgrade web site and put in the number.  They tell me the number is not recognized and I need to contact customer support.  Been there, done that!
 
Whats next???????

keep at it bud! They should "escalate" your problem and submit your service tag, COA and some other information to make sure the problem is fixed. Sometimes, they will forward you to customer service to get a case #, but when I did that and called the Vista phone # again, they didn't even want the case#.

Go figure, no one that I talked to has any real answers. One of the customer service agents that I spoke to was so lost that he thought Vista was a patch that I was supposed to download!!

To Dell's Aaron : So far, by calling the number for Vista Upgrade that you mention as well, they "escalated" twice my issue, each time  assuring me strongly that someone will get back in 5-7 days.
They politely decline to transfer you to a manager or supervisor, they don't give you a case number so I can write to "Unsolved issues", but they are more than willing to "escalate" it one more time for you. It must be a heck of commission, I suppose.
 
By the way, I received my Inspiron 6400 on Dec. 18
 
Any suggestion?

Sorry everyone is still having trouble with the upgrade site. We're working on a better, faster way to to escalate these issues and get them resolved. As soon as that is finalized I'll post it here.

Yes, the support there is to say the very least, lacking. Personally, I get the impression that there are no managers there. The woman I spoke to there said her manager was in a meeting and she was not allowed to talk to any other manager there to get help for me. She was only allowed to talk to her direct manager. Nice, what is this, a caste system? Are they beaten if they can't "resolve" the issue themselves. Personally, I would be happy to pay more for a PC if I could get a fluent english speaker to help me that is governed by standard American norms. I doubt I will ever see that happen with Dell. Poor support all around.

Same support you will get with HP, IBM and Apple to name a few, virtually every OEM has off-shored their phone support.
