XP Home Temporary Internet Files
If you follow the path...Documents and Settings/USER/Local Settings/Temporary Internet Files/ContentIE.5...there seem to be a number of folders created by windows (with folder names like "TRD39Q3L") that hold all sorts of internet files, followed by an index.dat file that I'm assuming is what keeps track of all these files.
Can one just delete/shred all the files under ContentIE.5 safely? I have surfsecret (the free download) but it only seems to work under my administrator login and not for the other users on my machine. I have to manually scrub them from time to time. Anyone have other suggestions?
Interestingly, other free downloads like Zonelabs or AVG Anti-virus, seem to work for all users.

You can safely delete all the contents of the Temp Internet Files folder, including the index.dat file, if Windows will let you. Those folders will be automatically restored/created by Windows. The contents of these folders can automatically be deleted if you have checked
Tools > Internet Options > Advanced > Empty Temporary Internet Files folders when browser is closed
