There is no option to add users locally and you should not have to as there are already 3 default users (guest, thinuser, admin) with the 3 priv levels. If you want to have user-based configuratoin you can create a user.ini and that will be mapped to a certain user based on priv-level. Or you can just choose to have the device autologin as one of the local users (based on how locked-down you want it) and auto-launch your remote application.
I may be missing something, but this should allow you to implement most of what you need. Let me know if any questions or if theres a particular use case you think you cant handle with these options.

did you log into the box with admin/admin?
are you using a WLX.INI file?
