KB5025229 Breaks Secure MQTT

Has anyone experienced an issue with Secure MQTT after updating the WMS host server with KB5025229??
Shortly after the patch is applied I see all traffic being redirected to the unsecure port (1883). I've verified that the traffic is traversing the firewall, but being tore down by the server after that. I don't see anything that sticks out about that update except a potential fix to MySQL. However the timing in my case is uncanny as the failures begin only 6 minutes after the patch is applied.
