Directory Service Restore Mode

Where can I find the Directory Service Restore Mode for the Administrator Password? This is the link that I am talking about :http://support.microsoft.com/kb/216417

I am trying to reinstall the Recovery Console but it says;

  NOTE:To use the recovery console for an installation, you need the local Administrator password. For Domain Controllers, you need the Administrator password that is used in the Directory Service Restore mode.

    for a personal PC, the Administrator's Password depends on whether it's ever been set.  If you are the only user on the PC and have never set an Administrators password then you shouldn't need any to install the recovery console.  However, if you are not the Administrator, you will have to get the password from the person that is.

    For "Domain Controllers", that would be something on a network and the Network Administrator probably has that.
