Help with basic viewing apps installed in admin not showing in user accounts

I know this is very basic.

I have a tiny bit of experience with these Wyse thin clients, no experience with this Dell.

It's a Wyse/Dell 5020 running WE8.

I loaded an app (just 1)and shortcuts to My Computer & Device Manager.

It all shows in the admin account and also runs.  The write filter is currently disabled.

How do I get the app and shortcuts I just added to show & run in a user (non-admin) account?'

I'm reading/researching right now, but a few pointers would be appreciated!
