Wyse WMS install

Im installing WMS on a 2012 server 8gig RAM 4vCPU.

I'm doing the default install as I have read custom can cause problems. My issue is after the install the console opens, I can login, but when i go to Groups & Config there is no default group -  the + sign, the pencil and trash can are all greyed out and the mouse changes to a circle with a line through it. In other words, i can't do nothing.

Has anyone else seen this? Anyone know what the problem is? I have change the DB password to as simple as the restrictions allow (saw someone had problems when using special characters) I've tried both 1.0 and 1.1 - both do the same thing.
