add boot device to bios to boot from DVD
The UFEI does not show an option for a DVD or Thumb Drive as boot options, Only disk and Windows boot manager. Not even a working SSD. Instructions in Dell note:

Question remains how to add a boot device to a Dell XPS8900

You are using F12 on boot, right? Try turning off SecureBoot.
If not, then try Legacy Mode (but existing Windows install might not boot after this change).

As Tesla1856 said, you just want to use the F12 menu to choose a USB stick or DVD as the boot device.
BUT...the USB stick has to be connected to PC before it's powered on, otherwise USB won't appear on the F12 menu as a boot option. Or, a DVD has to be inserted into the drive and PC rebooted to see DVD as a boot option on the F12 menu. Either way, press F12 immediately.
And -obviously- the USB and DVD have to be bootable...
