IPhelper is a non-essential Windows process. It's only needed if you're logging into a remote (eg, work) network, or using IPv6.

First off, scan thoroughly for malware. Malwarebytes (free) is a good tool for this. Assuming no malware reported, try running these commands:

  1. At desktop, open a CMD prompt window, Run as administrator

  2. At the prompt, type in: chkdks c: /r and click Enter. Accept option to run chkdsk at next boot and reboot PC. It will run before Windows loads so be patient. Note any error messages.

  3. When you're back at desktop, open CMD prompt window again, as in #1

  4. At the prompt, type in: DISM.exe /Online /Cleanup-image /Restorehealth and press Enter. Be sure to include a space in front of each / and note any error messages when that's done.

  5. Assuming no "unfixed" errors in #4, at the CMD prompt, type in: sfc /scannow and press Enter. Be sure to include a space in front of the / and note any errors when that's done.

Assuming no "unfixed" errors in #2, #4 or #5, reboot PC and monitor for the error message.

Access Violation C0000005 - Read or Write

This is an access denied message via memory.

Legit app or malware is trying to access protected memory area and is being denied by windows security.

Exceptions are classified as faults, traps, or aborts depending on the way they are reported and whether the instruction that caused the exception can be restarted with no loss of program or task continuity.
Faults A fault is an exception that can generally be corrected and that, once corrected, allows the program to be restarted with no loss of continuity. When a fault is reported, the processor restores the machine state to the state prior to the beginning of execution of the faulting instruction. The return address (saved contents of the CS and EIP registers) for the fault handler points to the faulting instruction, rather than the instruction following the faulting instruction.

Traps A trap is an exception that is reported immediately following the execution of the trapping instruction. Traps allow execution of a program or task to be continued without loss of program continuity. The return address for the trap handler points to the instruction to be executed after the trapping instruction.
Aborts An abort is an exception that does not always report the precise location of the instruction causing the exception and does not allow restart of the program or task that caused the exception. Aborts are used to report severe errors, such as hardware errors and inconsistent or illegal values in system tables.

If you've been in the game since Win95, you may have seen a GP_FAULT once or twice.
Same thing, only now in NT/XP we get DrWatson complaing about an ACCESS_VIOLATION.
This begs the question, what did it try to access that was a violation of normal runtime?
The operating system knows that programmers make mistakes, and make a special DMZ/No mans
land at address 00000000 through address 0000FFFF, so that programs who try to reference NULL

(a C programming way of saying Zero or Empty) will fail, rather than corrupt themselves
and die horribly after corrupting your data.

The error went away for 3 days and reappeared today. Is there anything I can uninstall to eliminate this error?

Not IP-Helper, it's  ipf_helper.exe

Intel Innovation Platform Framework Utility Application

Try uninstalling or updating any Intel software showing in Programs-and-Features or even baby Apps (The Microsoft Store Library is a good place for those).

Did it go away on its own or after you ran the DISM and sfc commands I posted?

Reboot PC and tap F12 when you see the Dell splash screen. Select option to run diagnostics from the F12 menu.  Run the drive and RAM tests. Be patient, this is going to take a while. When they're done, look on the results tab for any errors...

It went away after doing the first steps you recommended. I have finished the full scan and no errors were detected. I will wait a few days and see if the issue surfaces again.

Maybe I missed it, but what's the exact PC model number and version of Windows?

Fault Module Name: wevtsvc.dll  - The Windows Event Viewer, which logs errors Windows has, is what's failing this time.

Exception Code: c0000005 - An "Access Violation" caused by Reads, Writes or Executions in an invalid Memory Address.  So it's the same type error this time, but a different app is causing it.

  1. Reboot and start tapping F2 when you see the Dell splash screen to open BIOS setup
  2. Copy down all current BIOS settings, to be safe
  3. Power off, unplug
  4. Press/hold power button for ~15 sec
  5. Open case and remove motherboard battery (check Service Manual for details)
  6. Press/hold power button for ~30 sec
  7. Remove RAM modules, one at a time. Gently wipe the connector on module with lint-free cloth. Use canned air to clean the slot too. Reinstall each module in same slot where it was installed
  8. Reinstall battery (Is it time for a fresh CR2032 3-volt coin cell battery? ~$2)
  9. Close up and connect mouse, monitor and keyboard
  10. Reboot and see if the problem is fixed

If not fixed, reboot and tap F12 to open that menu and launch Diagnostics.  Run full RAM tests and copy error messages, if any.
