XPS 8300, wire ID
I accidentally tore these, I Believe. What did I just do? Are these two b&w wires for the power button?

What model computer? The pictures will not show up for us until approved by a moderator.
Also explain what problem you are having now and what you were doing when you tore the wires.

It is an XPS 8300. It is the black wire and white wire that run from the front panel, around the PSU and over to the fan. It now will not power on.
I was removing a graphics card, and these wires were caught on it.
It will go orange for a moment and do a fan spin up and stop

Assuming you didn't pull the "fan" end of the cable out of its connector, see where it actually connects on the "fan" side. If it connects to the motherboard, the connector should be labeled right on the board. It might be F_PANEL for the front panel connector or F_USB2 for the front USB connector.
You can read more in the Service Manual. Once you are clear exactly which cable got broken, you can contact Dell Spare Parts and see if they sell that cable separately.

I don't see a solution for this 3 years later. Those 2 wires connect to your onboard wifi.

Those Black and White Wires are the antenna leads to the WIFI card. Nothing whatsoever to do with Power on.
