XPS 8500, adding GeForce 1650 Super, error 43
I have a XPS 8500, I7-3770, original 450 PSU, 32GB RAM, running Windows 10 Pro. BOIS = A14. I pulled out the old GT 640 video card and replaced it with a GTX 1650 Super. I get an error 43. I have reset BIOS by pulling out battery, I have installed and reinstalled drivers from Gigabyte, GeForce, and Nvidia. I tried removing drivers through device manager and control panel. I tried a regular install, and a clean install.
Any help would be much appreciated.

there were a lot of bios updates relative to Video compatability.
clean install of bios would be where I would start if not at A14.
Edit I see you are already at A14.

The only other issue would be its a fake card. 43 means drivers did not install.According to Microsoft, graphic devices show error code 43 for the following reason. This error occurs when your graphics device driver has notified Windows that the device isn’t working properly. This may mean that the device has a hardware problem, or that the driver or driver software is failing due to invalid security certificate.

Ungodly Low resolition means the Driver for the card is not installed and its using the standard VGA Driver.
Secure boot MUST BE OFF for non dell cards.
Try letting windows find a driver for the card.
OR
Use the current Game Ready

Tried this approach, did not work. When I turn Secure Boot off, system boots with an ungodly low resolution, which cannot be changed. With Secure Boot enabled, I can at least boot to a good resolution, just has a lot of purple lines all over screen.

Turns out it was a bad card, which is why it didn't install. Returned it, got another card by a different manufacturer, and it worked fine.

If it's not a bad card, would the original PSU good enough for GeForce GTX "1650 Super" (which seems to have power consumption of 94 watts)? Thoughts?
Currently I have good luck with GTX 1650 (83 watts), but not sure if the original PSU is also good for GTX 1650 "Super".. thanks!
I guess if the price is similar between 1650 and 1650 Super, then 1650 Super (w GDDR6 RAM) might be the "best" GPU for Dell XPS 8500 (without replacing PSU)?

Yes, the 1650 Super will work, that is what I am running on my 8500. Works great.

It's not only the power consumption of the video card. It's also the "recommended minimum PSU size" for each video card.
NVidia says the recommended system power supply for the GTX 1650 Super is 350W. Dell's OEM PSU in the XPS 8500 is 460W, so that's sufficient for this card.
