XPS 8700 BIOS problems
I have a Dell XPS 8700 desktop, and I factory reset everything, but when I came back, the BIOS wasn't opening. I then recently changed the Cmos battery, and the BIOS still won't open after pressing F2 or F12.

Try clear CMOs settings via motherboard CLR CMOS or RTCRST jumper

if your machine has a Discrete GPU please connect your video cable to it, instead of the motherboard
Also Try Shift + Restart > Troubleshoot > advanced options > UEFI firmware settings

Also try using a wired USB keyboard, instead of a wireless one, that's plugged into a rear USB2 port on PC.
Note: Bluetooth keyboard won't work until after Windows loads.
