XPS 8920 Power Supply Problem

My XPS 8920 will not turn on.  If I hold my finger on the power supply button next to the green LED, the power supply will start, but when I remove my finger, it stops.  Will not start again unless I remove and replace the power cord.

Does this indicate a problem with the power supply, or something else?
