XPS 8940, no upload speed

If it worked OK with another internet provider, then the problem is with NBN network or the NBN interface, not the PC.

It seems the NBN is OK. My iPad and iPhone both can reach 18 Mbps upload speed. It is only this computer. The download speed is 53Mbps and maximum upload speed is 0.14 Mbps, is that any settings problem?

I have to agree with @fireberd if you have made no hardware changes (modem, router, etc.) and only your Internet provider has changed, then the problem is with your Internet provider.

What does the Bing speed test say?

Your pc upload speed is consistent with cellular tethering and or ISP throttle.  My wireless speed on FIOS is plenty fast.  Getting fiber down under is going to be a problem.
