Can't disable Powershare with XPS 17 9700.

Question

I have a docking station / cooling pad that runs through my XPS 17 as I use it 90% of the time as a desktop-style computer with three 4K monitors.

When the computer is off or hibernating, I notice that the USB Power still allows the cooling pad to be on. This is annoying and makes me think the computer is still on, etc. I have read that there is a "Disable Powershare" option in BIOS but my version of BIOS does not seem to have this anywhere.

How can I disable Powershare entirely on this machine? Thank you!

I do not wish to share my Service Tag ID. You should easily be able to tell me what BIOS options are available for a Dell XPS 17 9700 without me revealing private details to you. Thank you.
