IDEll XPS 15 L502X 'Operation System not found' and bios doesn't boot from usb either

The laptop all of a sudden refuses to boot. It doesn't even detect external usb boot media. I get this error that says 

"Operation System not found".

I can suspect the hard drive but unfortunately even the USB isn't working even when I use F12 to select "Removable media" from the bios boot menu. How do I troubleshoot this?

Remove the hard drive from the system.  Will that allow POST to a setup screen (or boot to an external bootable device)?  

If it will, the drive is toast and will need to be replaced.

I removed the hard drives and tried booting from ssd, for some reason it rarely boots from usb. It takes 5 - 8 tries for ubuntu flash drive and has not booted from a windows flash drive iso burn. It's original ssd is toast and can't boot. How do I get a new windows installation on this and why is the bios behaving so weird. I can easily get into bios though.

FYI, I have removed and reset cmos battery multiple times. doesn't help.
