Incessant Bluetooth and Audio Issues

Is this an XPS issue or a Windows issue? 

I love my 9370 XPS 13, but I've never had more issues with audio or Bluetooth. Bluetooth disappears, then reappears. Suddenly stops working. Starts again randomly. Drops certain devices and not others. I've been online with technical support four times now. They always fix it, but then it goes screwy again. I've basically just given up on Bluetooth (I now use dongles), but it's annoying. Especially on an $1,800 machine.

And then there's the audio. Same thing. It stops working. Starts working. Goes silent after I unplug headphones. Sometimes reboots properly, sometimes not. Sometimes I have to reinstall drivers - which fixes the issue for a day or so. And then it starts acting up again. Again I've been online about four times. They fix it, but then it goes wonky again. 

Are these XPS issues or Windows issues? I had a bargain HP laptop with windows 10 before this and I never had a single issue.
